The state's "Red Arrow" Infantry Brigade Combat Team and some Army aviation soldiers are being told they could be a part of the National Guard's response.
Thousands of Texas National Guard members have already been deployed in the Houston area, and the Coast Guard emergency phones are reporting over 1,000 calls received per hour, according to the National Guard.
"Our thoughts and prayers go out to all those affected by Hurricane Harvey and with those supporting the disaster relief efforts", Carrelli said. "We will partner with Texas Air National Guard medical personnel and work until this particular need is met".
"While this is still a risky situation with a long response effort ahead, the state and people of Texas are resilient", said FEMA Administrator Brock Long.
Coast Guard units across the Great Lakes are arriving in Texas to assist with rescue efforts.
The overwhelming disaster caused an outpouring of support and relief from other states, and several National Guard units converged on the hardest-hit areas to offer manpower, equipment and support. This consists of two planners, nine helicopters, two fixed wing aircraft and refuelers, and pararescue teams to operate from Joint Reserve Air Force Base in Fort Worth. The state is also sending seven helicopters to help.

Texas and the National Guard are planning for sustained operations. Harvey first made landfall as a Category 4 storm Friday night near Corpus Christi.
Two aircrews from the 249th Airlift Squadron and 13 Guardian Angels from the 212th Rescue Squadron, a crew chief and a photographer, departed at 10:45 a.m. Gen. Don Dunbar, Wisconsin's adjutant general, in a release.
"This is what we're trained and created to do, is to help people in a situation like this", said Capt. Joe Trovato, a spokesman with the Wisconsin National Guard. "We will remain here as long as we are needed".
