Authorities in Hurricane, Utah, found the bomb on Monday after students at Pine View High School reported "a suspicious backpack that had smoke coming from it", according to a statement from the St. George Police Department.
Yukon police are investigating a threat made by a student at Yukon High School.
"After examining the device, bomb squad members indicated that if it had detonated, the device had the potential to cause significant injury or death", according to the news release.
St. George Police Department officers also believe the suspect is connected to vandalizing Hurricane High School last month by replacing the school's American flag with an ISIS flag and painting "ISIS is comi-" on one of its exterior walls with graffiti. He said that since the mass shooting February 14 at Marjory Stoneman Douglas High School in Parkland, Florida, security has been boosted at all schools in the district.
Investigators searched the suspect's house in Hurricane, Utah, and allegedly found materials consistent with manufacturing a homemade explosive, officials said.
The boy has not been identified but police said he was attending a class at Pine View.
The suspect was arrested Tuesday morning and will face charges of manufacture, possession, sale, use or attempted use of a weapon of mass destruction, and maybe more, police said.

OPP have give the all clear after a possible online threat towards Fellowes High School.
"We have zero tolerance for this type of behavior, and we will not allow it in our schools", Sheriff Rick Staly said.
The police department said the officer acted quickly, though, and thanked the officer and the program that funds officers in schools.
The school was evacuated for two hours as law enforcement agents investigated the scene.
UPDATE (3/6/2018): Police arrested Bogi Maxwell, 18, for the shooting. As a result, police decided there is no immediate threat to staff and students and the Renfrew County District School Board is proceeding with their regular school day.
